Work Type Competency (WTC)

Important Information

Vector’s WTC system has been set up to support third party employers in meeting their various statutory, regulatory and contractual obligations to ensure their staff, who work on or around Vector’s electricity network, are competent and are aware of the hazards.

Vector is currently undertaking a complete review of its WTC system. The purpose of this review is to look for ways to simplify the WTC system and improve the overall outcomes for all parties working on Vector’s electricity network.

The review and implementation of any changes is scheduled to be completed by 1 April 2011. The results of this review, together with any updates, will be posted on this site as and when they become available.

During the review process Vector has decided to extend the current refresher date for all existing WTC holders who are required to undertake a refresher course on or after 1 January 2011, for 3 months. For example:

  1. Those required to attend a refresher course on 10 January 2011 will now not have to do so until 10 April 2011.
  2. Those required to attend a refresher course on 30 March 2011 will now not have to do so until 30 June 2011.
  3. Those required to attend a refresher course on 15 June 2011 will now not have to do so until 15 September 2011.

Any party wishing to obtain a WTC for the first time, or existing WTC holder’s who were required to undertake a refresher course before 1 January 2011, but who did not do so will need to contact us to make arrangements prior to working on Vector’s electricity network.

Vector reiterates that it is the employer’s responsibility to ensure that their staff are competent and fully aware of the hazards before undertaking work on Vector’s electricity network. Whilst Vector’s WTC process assists this to some extent by specifying certain minimum requirements, this does not supersede or negate the employer’s responsibilities. Participating in Vector’s WTC process and/or holding a Vector WTC identification card does not constitute any warranty or representation by Vector about a staff person’s competency. This remains the sole responsibility of the employer.

A summary of the key points is below:

  1. All individuals working on or around the Vector network are required to have a current WTC.
  2. Existing WTC holders who are required to attend a refresher course after 1 January 2011 will be given a 3 month extension.
  3. Any WTC holder required to attend a refresher course prior to 31 December 2010 will not qualify for an extension to that date.. The WTC holder will need to contact Vector to make arrangements prior to conducting any work covered on Vector’s electricity network.
  4. For now, Vector will continue to arrange training for those persons requiring a new WTC or for those who do not qualify for an extension to the date for attending a refresher course. Please note that WTC courses (and refresher courses) will be run when numbers permit so please register your interest early. Contact details are below.
  5. The extension of an individual’s date to attend a WTC refresher course does not alter the employer’s statutory, regulatory (including obligations under any Code of Practice) and contractual obligations. An employee’s competency remains the employer’s sole responsibility.
